Parking Permits

These parking rules are authorised under Section 19 of the Monash University, Council, Parking Permit Rules, which were adopted by resolution of Council as governing body of the University on 13 October 1986.

Part 1 - Preliminary

  1. These rules may be cited as the Monash University, Monash Residential Services Parking Rules 1993 and shall come into operation on the first day of January 1995. Monash Residential Services is referred to as MRS hereafter in this document.
     
  2. These Rules and the permits issued under these Rules are applicable only to the confines of the residential areas and residential car parks at each of Monash University's campuses and shall have no effect or authority over any other area of Monash University.
     
  3. In these rules unless inconsistent with the context or subject matter.

    3.1 'Resident' means any person who is currently residing at a MRS accommodation site.

    3.2 'Driver' means any person driving or in control of a vehicle.

    3.3 'Parking Area' means an area marked by signs as a parking area.

    3.4 'Permit' means a valid permit to park a vehicle issued pursuant to these Rules.

    3.5 'Prescribed Fee' means the fee, if any, payable for the issue of a permit pursuant to these Rules.

    3.6 'Restricted parking area' means a parking area limited in respect of days, periods of the day, classes of persons or classes of vehicles and indicated by signs to the effect.

    3.7 'Vehicle' includes any motor car, motor truck, motor cycle, motor scooter, carriage, bicycle or other conveyance of whatever kind of nature and howsoever ridden, driven or propelled.
     
  4. For the purpose of authorising parking in a MRS restricted parking area:

    4.1 A permit may be issued in accordance with these Rules.

    4.2 Such a permit shall be displayed in a vehicle being a motor car or motor truck by being affixed to the left hand side of the windscreen or to the left vent window or positioned on the left side of the dashboard of such vehicle so as to be clearly visible from the front of such vehicle. Permits on other vehicles shall be displayed so as to be clearly visible. Clearly visible means the entire permit must be visible. Expired permits must be removed from a vehicle.

    4.3 A vehicle which does not display a parking permit in accordance with Rule 4.2 may be issued with a parking infringement notice.

    Part II - Parking Permits
     
  5. The types of permits and the classes of persons to whom each such type may be issued are:

    5.1 Resident: Residents of a MRS accommodation site. Resident permits shall be valid for the period stated on the permit. Resident permits expire when the holder ceases to be a resident and vacates their room.

    5.2 Visitors: Any officer authorised by the Director of Monash Residential Services may issue a visitor permit for two (2) hours to any driver whom that officer believes is a visitor having reason to park a vehicle within the grounds the MRS accommodation site on that day.

    5.3 Guest: Any resident who has accommodation at a MRS accommodation site for a specific period of time. Guest permits shall be issued for the period as stated on the permit

    5.4 Staff: Employees of MRS. Staff permits expire when employment with MRS ceases.

    5.5 Contractor: Trade and Domestic personnel employed by MRS.
    Contractor permits expire at the cessation of the contractual work.
     
  6. Applications for either Resident or Guest permits shall be in writing, in a form approved by the Director of MRS and must include:

    6.1 the name and resident address (other than MRS) of the applicant.

    6.2 the Hall/Flat and Room Number where the applicant is currently residing.

    6.3 the make, model, colour and registered number of the vehicle in respect of which the permit is sought.

    6.4 an undertaking signed by the applicant to comply with the Rules.

    6.5 a copy of the proof of ownership of the vehicle
     
  7. Applications for Visitor permits are to be in writing, in a form approved by the Director of MRS and must include:

    7.1 the name and residential address of the applicant.

    7.2 the name of the person the applicant is visiting. Visitors to residents also need to provide Hall/Flat and Room details of the resident they are visiting.

    7.3 the make, model, colour and registration number of the vehicle in respect of which the permit is sought.

    7.4 an undertaking signed by the applicant to comply with the Rules.

    7.5 a TIME LIMIT OF TWO (2) HOURS APPLIES TO VISITOR PERMITS
     
  8. Except with the consent of the Director of MRS, a permit may not be issued unless application has been made in the manner prescribed in Rule 6 and 7.
     
  9. Subject to the applicant producing the original permit or satisfactory evidence of its destruction, any officer authorised by the Director of MRS may issue a substitute permit when it is requested for a different vehicle or due to the original permit being destroyed.
     
  10. The holder of a MRS parking permit may not transfer the permit to any other person and may only use it for the vehicle described in Rule 6 or 7.
     
  11. All MRS parking permits shall cease to be valid if:

    11.1 the permit holder disposes of the vehicle in respect of which it was issued.

    11.2 the holder's authority to use the permit is withdrawn by the Director of MRS.

    11.3 the permit was issued to the holder as a resident or employee of MRS and they cease to be either.

    11.4 the period for which it was issued has expired.

    11.5 the vehicle in respect of which it was issued ceases to be registered.

    11.6 it ceases to be in the actual or constructive possession of the rightful holder.

    11.7 the permit is displayed on a vehicle other than the vehicle described in accordance with
    Rule 6 or 7.

    11.8 the permit is not displayed in accordance with Rule 4.2.

    11.9 the permit holder ceases employment

    11.10 the permit holder is no longer a contractor
     
  12. It shall be a condition of the application for the acceptance of a MRS parking permit by any person, whether or not upon payment of a fee, that MRS:

    12.1 gives no undertaking that parking space will be available in any particular parking place or area; and

    12.2 shall not in any way be liable or responsible for the safe keeping or safe custody of any vehicle and its contents while the vehicle is parked or left standing within the boundaries of any MRS accommodation site.
     
  13. A person who is issued a MRS Parking Permit is only entitled to park one vehicle at any given time within a MRS accommodation site car park.

Holders of MRS Parking Permits are reminded that these permits entitle them to park ONLY at MRS accommodation sites in those areas marked `MONASH RESIDENTIAL SERVICES PERMIT EXCEPTED.' It does not entitle them to park in areas marked:

'Current Permit Parking Only', 'Designated Vehicles Only', 'Reserved Parking', 'Vehicles with Disabled Parking Permits Only', 'Loading Zone', 'No Standing Any Time', Nor on a roadway.

MRS Parking Permits are applicable to parking areas ONLY within the grounds of MRS residential sites and have no effect or authority over any other area within Monash University.

ALL PERMIT HOLDERS AND OTHER USERS OF THE PARKING AREAS ARE REMINDED THAT THE ROADWAYS AND PARKING AREAS WITHIN THE UNIVERSITY ARE COVERED BY THE PROVISIONS OF THE ROAD SAFETY ACT 1986 AND THE TRAFFIC REGULATIONS FROM TIME TO TIME IN FORCE UNDER THAT ACT.
